Maybe a case of cutting corners to save money, or make more profit .

I don't remember the current version of the Canon 70-200 f4 ever including the collar I'm not sure the tripod collar being omitted is a bad thing - in my experience, the vast majority of owners of the f2.8 Canon or Nikon just swivel the foot out of the way most of the time. With the f4 being much more suited to hand held use (due to the lighter weight) I imagine a large number of owners never needing it, yet never removing it)
